1: UK GOVERNMENT IN DISCUSSIONS ABOUT NEW STRATEGY WITH OVERSEAS TERRITORIES - All (Government) - 25.11.2011
The UK Government’s new strategy for its Overseas Territories was at the heart of discussions at the annual Overseas Territories Consultative Council (OTCC) on 23-24 November.

This morning I Chaired my first EXCO meeting on St Helena. I was impressed by the collegiate atmosphere and excellent contributions from all members. It was clear too that EXCO enjoys first class support from the Clerk to EXCO and from the Deputy Chief Secretary.

To commemorate 100 years of the Commonwealth Parliamentary Association (CPA), the St Helena Branch will be celebrating with a focus on the inaugural meeting of the St Helena Youth Parliament on Monday 24th October 2011.

We had another a short but useful meeting, completing the business in a little under an hour and a half.

6: FAILING MARKS FOR EXPRESS ARTICLE ON FALKLANDS’ DEFENCE - S.Atlantic (Government) - 09.10.2011
Marco Giannangeli’s article entitled, “BRITAIN will use bases in South Africa to regain the Falkland Islands if they are ever captured,” published in the Sunday Express on line, Saturday, 08 October 2011 is an un-researched and ridiculous attempt to stir the pot yet again in the South Atlantic.

7: LOTTERY MONEY FOR UK OVERSEAS TERRITORIES - All (Government) - 30.09.2011
The Hon Mr Henry Bellingham MP, the UK’s Minister for Overseas Territories (OSTs) visited Bermuda on Wednesday and held a press conference in which he said that he is seeking to pass on some of the benefits of Britain’s National Lottery to the Overseas Territories. Some of this money could reach the Falklands.

Government House has announced that Henry Bellingham MP, Minister for the Overseas Territories, is visiting Bermuda next week. This will be the Minister’s first visit to Bermuda.

UK Overseas Territories in the South Atlantic include Ascension Island, St Helena, Tristan da Cunha, South Georgia and the South Sandwich Islands, the Falkland Islands and British Antarctic Territory.

12: NEW WHITE PAPER FOR UK OVERSEAS TERRITORIES - All (Government) - 16.09.2011
The UK Foreign Secretary the Hon Mr William Hague recently spoke about the 2012 White Paper about Britain’s relationship with its overseas territories. According to the Foreign and Commonwealth Office’ website Overseas Territories are British for as long as they wish to remain British.

This session of Executive Council turned out to be a long one as we had two very important matters on our agenda – a video conference with the UK concerning the airport, and a discussion regarding untargeted subsidies.

We began by having sight of the draft Order Paper for the next Legislative Council Meeting which begins this coming Friday - 22nd July.

18: NEXT ST HELENA GOVERNOR NAMED - Ascension (Government) - 17.07.2011
The next Governor of Saint Helena, Ascension Island and Tristan da Cunha is to be Mark Andrew Capes, a member of Her Majesty’s Diplomatic Service. He will be accompanied by his wife, Tamara.

Our open agenda today had just one item – the Tobacco Control Bill. This Bill has been the subject of a great deal of consultation and discussion for many years and it has the purpose of protecting non-smokers from the dangers of passive inhalation whilst trying to assure smokers of a degree of freedom

20: ST HELENA EXCO MEETING, 10 MAY 2011 - St Helena (Government) - 16.05.2011
Our previous EXCO meeting was three weeks’ ago, but in spite of that we had a small agenda in front of us. All Elected Members were present and Gilly Francis stood in as Acting Chief Secretary whilst Frank Wastell acted as Attorney General. We began by confirming the minutes of two meetings – 5th and 19th April.

The first item was a request for us to endorse A Strategy for the Elimination of Untargeted Subsidies.

It is an undeniable economic fact, that has been proved by numerous studies over many years, that by far the best option for the development and maintenance of a self sustaining economy on this island

The weekly EXCO meeting has now become quite a feature of our political landscape. This increased frequency is due to the end of the financial year and the additional MOU related work, but whatever the reason, it is certainly ensuring that both officers and Councillors are under significant pressure.

This was a special EXCO convened in order to discuss once again the reform of taxation that was proposed by the Financial Secretary at our last meeting on 1st March.

This EXCO consisted of the same people as last week’s, with Cllr. Isaac replacing Cllr. Yon, who I understand has now reached New Caledonia.

Not long ago I suggested that we would only need one EXCO per month and now, largely as a result of the pressure created by the MOU, we find that we have to have one every week.

Executive Councils are flowing thick and fast at present. Much of the reason for that is of course the MOU and the timed targets to which we are working. However today’s meeting was quite a short one with only two items but worth holding none the less as we anticipate a far longer one next week.

We were able to welcome Councillor Brian Isaac as a substitute for Councillor Mervyn Yon, who is leaving on the RMS to represent us at the EU-OCT Forum in New Caledonia.

33: Cllr Tony Green Attends 5th International Parliamentary Governance Seminar - S.Atlantic (Government) - 30.01.2011
I briefed councillors on Friday about my attendance at this seminar and so I'm now able to share this information. Having been nominated by my fellow councillors in August last year I duly attended this CPA Governance Seminar from 14 to 26 November 2010. The Seminar took place in London, Brussels and Cardiff.

I will be leaving tomorrow to visit Tristan for the first time, in spite of the fact that I have been Governor of that even remoter island for 38 months. I know that many Saints here have many friends on Tristan and I will be taking greetings from many of you.

Elected Members and UK Representatives of St Helena, Ascension Island, the Falklands, and Tristan da Cunha have established the South Atlantic Territories Cooperation Forum.

The Constitutional Review Team will arrive on 12 November 2008 to continue discussion on a revised constitution for St Helena. Their visit will last for approximately two and a half days.

The draft Constitution, dated 25 June 2008, has been published for the purpose of public consultation in St Helena, Ascension and Tristan da Cunha during the coming months. In large part it is a modified version of the draft Constitution prepared in 2003-2005, and includes some of the constitutional reforms discussed at that time.

In 2005 a draft new Constitution of St Helena was prepared. It would have introduced a system of ministerial government. But the people of St Helena rejected that proposed change in a consultative poll. In doing so they also rejected a great deal of potential improvement that had nothing to do with ministerial government.

Meg Munn, Overseas Territories Minister, hosted the ninth meeting of the Overseas Territories Consultative Council (OTCC) on 4 and 5 December at the Department for Business, Enterprise and Regulatory Reform in London. The Council is held annually in London and provides a forum for consultation with British Government Ministers.

In the early hours of Friday morning 28th September 2007, Tristan radio and the Administrator was informed of an incident by the master of South African research ship the SA Agulhas, which was operating within Tristan da Cunha's EEZ.

Nomination Centres closed at 12noon yesterday, and shortly after, it was announced that 16 people had been put forward to stand in the 2005 General Election. That is seven for the East Electoral Area, and nine for the West Electoral Area.
