ASCENSION ISLAND VOTES FOR COUNCILLORS ON NOVEMBER 16TH

Like the Falklands, Ascension Island is also holding elections this week. Six hundred and ninety seven people are eligible to vote for the following ten candidates who are running for the seven seats of Ascension Island Council. They are: Paul Bennett, Ian Coverdale, Jaqueline Ellick, Lawson Henry, Cyril Leo, Christopher Cochran, Peter Candy, Keturah George, Geoffrey Jones, and Caroline Yon.
Polling stations on Ascension Island were open from 0800 to 2000 hrs on the day and were located at: the Mountain View Club, Travellers Hill, the Library at the US Base, the Saints Club Cinema Hall in Georgetown and at the Two Boats Club.
The previous Council, the first ever Ascension Island Council, was dissolved by order of H. E. the Governor Mr. Clancy of St. Helena on Monday, 24 October 2005. The formal notice of election was published the same day. On 31 October 2005 any objections to the preliminary list of electors had to be submitted. Publication of the final list of electors took place on 01 November 2005, with Nomination Day held on 02 November 2005. The General Election took place on Wednesday, 16 November 2005.
RIVERVIEW FIRE OUT

The fire at Riverview on the Malo River is finally out. It was caused by frayed wires to a tractor’s engine that caught the vehicle alight and spread to the ajoining ground. The fire reached one mile in length and approximately 500 yards wide but was brought under control on Monday night and finally extinguished late on Tuesday.
Farmers are advised that burning permits can be submitted again and will be considered on a case by case basis. Farmers need to demonstrate that they are following the recommended guidelines when making applications.
ATYPICAL SCRAPIE FOUND IN THE FALKLANDS

The first case of scrapie has been diagnosed in the Falkland Islands. It was found at Cape Dolphin in a seven-year old , home bred ewe which has always bred naturally and has not been involved in any AI of ET programme. HOWEVER, this case has been confirmed as being of a type called ATYPICAL scrapie as it does not follow the normal pattern shown in sheep with CLASICAL scrapie. Although classical scrapie has been known for over 250 years, the first case of atypical scrapie was first diagnosed in Norway in 1998. Because of the worldwide interest in this disease sheep have been submitted to far greater scrutiny than in the past with the result that new conditions are being diagnosed. More details about this condition will be given in the December edition of the Wool Press but in the meantime I would refer you back to an article written on the subject in the Wool Press of November 2004. We need your help in discovering how widespread this condition is in the Falkland Islands.
In the meantime there is no need to be overly concerned as the diagnosis of this single case is not likely to affect the export of wool or sheep meat. There may be longer term consequences for the export of live sheep and their genetic material.

ELECTION NEWS
The Deputy Returning Officer would like to remind the electors of their voting rights as follows:
Voting is not compulsory
Electors are advised that Thursday, 17 November 2005 is Polling Day. Polling stations will be opened all day at Fox Bay, West Falkland and at Goose Green, East Falkland. These polling stations will be opened from 0900 to 1600. In Stanley, there will be a polling station in the Court and Council Chamber. The entrance is via the East Door in the Main Corridor on the Ground Floor of the Town Hall This station will be open from 1000 until 1800. All timings given for the General Election are Stanley local time. For further information or guidance, please contact the Deputy Returning Officer on phone 27272 or FAX 27270.
On Thursday, 17 November 2005 – Polling Day, the six car places to the west of Standard Chartered Bank will be designated as a temporary no parking area and indicated by the positioning of yellow “no waiting” cones. Permission for these parking spaces should be given to those arriving by vehicle to vote at the polling station. The permission is given only for the time that it takes for those persons to cast their votes and leave. The Royal Falkland Islands Police request the co-operation of the general public in adhering to the above, which is being put in place to assist in the smooth running of the election process and to enhance the experience of voting.
For the Stanley Constituency any voter may vote for up to five persons whose names appear on the ballot paper. Any voter may vote for fewer than 5 persons if he or she wishes, so a voter may vote for five persons, four persons, three persons, two persons or one person, whose name appears on the ballot paper. And a voter’s ballot paper is not invalid if he or she has voted for fewer than five persons.
For the Camp Constituency: any voter may vote for up to three persons whose names appear on the ballot paper. Any voter may vote for fewer for three persons if he or she wishes. So a voter may vote for tree persons, two persons or one person whose name appears on the ballot paper. And, a voter’s ballot paper is not invalid if he or she has voted for fewer than three persons.

COMMITTEE NEWS
COMMITTEE MEETING: Standing Finance Committee 0800 hrs in the Liberation Room of the Secretariat on Friday, 25 November 2005. The public may attend but not speak at the meeting. Papers are available at least 3 working days before the meeting.
Nominations are invited to fill two positions for lay members to represent the public on the Health and Medical Services Committee. The Committee normally meets once a month and those selected for appointment will be expected to serve for a period of three years from early January 2006. Candidates for appointment to the committee should forward their name and address to the Government Secretary, Secretariat, Stanley, by 1630 hrs by Wednesday, 30 November 2005. The Director of Health Services will be happy to provide information regarding the functions of the Committee to anyone interested in this appointment. BUSINESS NEWS FROM ST. HELENA
Press Release by Attorney General
Earlier this month, the Attorney General chaired the first meeting of a small Working Party established to review the law relating to consumer protection. Other members of the group are Mrs Carol George, Mrs Enid Joshua, and Miss Jennifer Corker, JP; its purpose is to consider any inconsistencies or gaps in St. Helena’s laws on consumer protection, and make recommendations for improvements.
The areas to be examined include telecommunications, the Trade Licensing Ordinance, law relating to sale of goods, and consumer credit law. The topics will be considered separately, over the next few months, and further press releases will invite comments from the public and from businesses. In the meantime, any comments on the scope of the work (additional matters to be considered) may be sent to:

Immigrants' Landholdings
I am aware that concerns have been expressed amongst the public that, since the Airport announcement in March, people (and companies) who do not have Islander Status may have been acquiring land without a licence, contrary to the Immigrants' Landholding (Restriction) Ordinance. There have also been suggestions that one or more Islanders might be purchasing land and holding it in trust for immigrants; this would be a criminal offence (maximum penalty 5 years' imprisonment and/or a fine of up to £100,000).
Despite these public concerns, I have seen no firm evidence, nor even any specific allegations. The purpose of this notice is therefore to remind the public of the law (especially the possible criminal sanctions) and to invite anyone who has clear evidence of any unlawful activity to contact me so that the matter can be investigated.

JOB VACANCY
Marine Engineer/Marine Electrical Engineer for regular sea-going duty and on-shore works. On-shore duties will include attending vessels and other workshop duties. Applicants must be fully STCW95 certificated, with current proven sea-going experience, with valid and un-restricted ENG1 medical certificate.
Salary is in the range of £23500 per annum and dependent entirely upon the ratio of seagoing and on-shore duties undertaken or completed.

The Public Works Department invites suitably qualified or experienced builders to quote for repairs to the sea wall at Ross Road West, Stanley. It is a condition of this contract that the works be undertaken during December 2005. A copy of the specifications and scope of the works are available from the Maintenance Manager’s office at PWD. Completed quotations are required to be submitted to the General Office of the Public Works Department by 0900 hrs on 21 November 2005.
